The leadership of the Public Debt Management Office provides strategic direction, policy oversight, and institutional stewardship in the management of Kenya’s public debt.

Cabinet Secretary

Hon. FCPA John Mbadi

Cabinet Secretary – The National Treasury

Hon. John Mbadi is the Cabinet Secretary (CS) for The National Treasury. Before his appointment, he had an extensive career in public service, most recently serving as a nominated Member of Parliament (MP) and Chairperson of the Public Accounts Committee in the National Assembly.

He holds a Bachelor of Commerce degree specializing in Accounting from the University of Nairobi and is a registered member of the Institute of Certified Public Accountants of Kenya (ICPAK).

Principal Secretary

Dr. Chris Kiptoo

Principal Secretary – The National Treasury

Dr. Chris Kiptoo was appointed Principal Secretary by H.E. President William Samoei Ruto on 1st December 2022. Since his appointment, he has been at the forefront of implementing fiscal consolidation, debt management initiatives including the Eurobond, expenditure rationalization, revenue mobilization, and reforms of State-Owned Enterprises (SOEs).

Prior to this role, he served as Principal Secretary at the Ministry of Environment and Forestry and earlier at the State Department of Trade under the Ministry of Industry, Trade & Cooperatives.

Director General

Mr. Raphaël Otiemo

Director General – Public Debt Management Office

Mr. Raphaël Otiemo is the Director General of the Public Debt Management Office, bringing nearly three decades of experience in economics, public debt management, and fiscal policy.

Before his current appointment, he served as the Head of the Monetary Policy Division at the Central Bank of Kenya, contributing significantly to Kenya’s macroeconomic stability.

He holds a Master’s Degree in Economic Policy from the National Graduate Institute for Policy Studies (GRIPS) in Tokyo, Japan, and a Bachelor’s Degree in Economics from the University of Nairobi.
